During a recent Truth Social rant against Ukrainian President Volodymyr Zelensky, U.S. President Donald Trump claimed Zelensky convinced the United States to give Ukraine $350 billion dollars to fight a war he said Kyiv couldn’t win.

"Think of it, a modestly successful comedian, Volodymyr Zelenskyy, talked the United States of America into spending $350 Billion Dollars, to go into a War that couldn't be won,” Trump wrote on Truth Social. 

Claims about European aid

Trump also claimed that the United States had given the Ukrainians $200 billion more in aid than Europe, which was unfair since he said Europe was far more affected by what was happening in Ukraine since there was an ocean between the US and the ongoing conflict.

“The United States has spent $200 Billion Dollars more than Europe, and Europe’s money is guaranteed, while the United States will get nothing back,” Trump explained.

“Why didn’t Sleepy Joe Biden demand Equalization, in that this War is far more important to Europe than it is to us — We have a big, beautiful Ocean as separation,” Trump continued. 

Was Trump right?

The President’s rant earned the ire of many world leaders and even some in his own party. However, were his claims right? Deciphering whether or not Trump’s claims are true is as easy as checking the details of a September 2024 US government report. 

Official data from the US government

The Special Inspector General for Operation Atlantic Resolve (OAR) is in charge of all oversight when it comes to the financial and military aid appropriated by Congress and given to the Ukrainians, and the office’s numbers are far different than Trump’s figures. 

What Washington has actually spent

According to a September 2024 report from the OAR, Congress has appropriated $183 billion dollars toward Ukraine and the OAR with $130.1 billion obligated to Ukraine and $86.7 billion dispersed in the 2022 to 2024 fiscal years. 

Some of the money went to other allies

Newsweek reported that the US funding appropriate by Congress was not only meant for Ukraine. It also included security assistance for NATO states as well as other allied countries. So Trump’s claims are far from what the US has actually spent. 

Trump has floated his $350 billion claim before

According to Newsweek, the President has floated the idea that the United States has given $350 billion in aid to Ukraine, noting he made the claim during a December 2024 interview with ‘Meet the Press’. Where he got this number is unknown. 

Conflating US spending with future costs?

Newsweek suggested that Trump could have based the $350 billion figure on a 2022 World Bank report estimating the cost of rebuilding Ukraine after the war ended, even though this was unrelated to Trump’s claims. 

What Europe has provided

It is clear from the OAR report that Trump’s claim about providing $200 billion more to Ukraine than Europe is also false. According to CNN, the European Union provided $124 billion in military, financial, and humanitarian aid between June 2022 and December 2024 based on data from the Kiel Institute for the World Economy.
